On The Improvement Of China's Tourism Council

The tourist industry which is treated as "smokeless industry" and "eternal rising industry" is important to expand employment and increase tax revenue. The tourist industry of China has developed very fast and obtained outstanding achievements in recent years. But unfortunately, we stagnate all the time in legal construction of tourism and that is bad for the sustainable development of our tourist industry. The articles takes our existing tourism law as a model to analysis and introduce some good legislation experience which is from famous tourism foreign countries. Finally, I construct the tourism law system of our country and give a few good advices in some main aspects.There are four parts except introduction and conclusion in the article as follows:In chapter one,this paper starts from exposing the importance of tourism industry to the national economy, then introduce the basic theories of tourism law and give a brief illustration of the characteristics about it, which is different from the other department laws.In chapter two, I analysis the prominent problems which exist in our tourist industry and try to find the reasons.In chapter three, I take the tourism laws in Japan, the USA and Mexico who have developed tourist industries as examples. Through studying the measures they do in tourism laws, I get some great points which will inspire our legislation.In chapter four, in order to ensure the sustainable development of our tourist industry, I explain how to set up rational legal system which is basis on the actual of our own and the foreign advanced legislative experience for reference.
