The criminal mediation refers that, in the criminal case ,through the face-to-face contact between the offender and the victim as the mediation of the neutral third party ,the aim is to promote the communication and exchange of two parts ,and to determine the solution of the crime .Victim-Offender Reconciliation(VOR,abr) is a kind of new criminal thought which originates from the western countries. Because of the influence of the western religion religious doctrine and the dissemination of the restorative justice in recent years, at present, criminal mediation develops widely in the western nations and has received the esteem from many international organizations, and its basic thought principle also obtains pass in the United Nations. In our country, the criminal mediation is the natural product of harmonious thought, it is long in our country's history, and it is regarded as"the East experiences". At present, the criminal rate increased sharply in the transitional period of China's economy, it posed a challenge to the mode and efficiency of traditional litigation, So there is a great theoretical and practical meaning to reseach the system for development of current criminal litigation system. This paper includes four chapters. Chapter one introduced the theoretical foundation and value of Victim-offender Reconciliation system. Trace back to the origin of the system, analyzed the reason of foundation and development, research the theretical foundation and value, all this offered a more omni-direction angle for our knowledge of the system. Chapter two mainly discuss criminal reconciliation and the criminal judicatory praltices challenged and fusion. It offered an implementation theory for the consteuction of the system of our country. Chapter three proposed the criminal mediation system applies the present justice environment, and is helpful to the harmonious society's construction. analysis the necessity and feasibility of constructing the system. Chapter four proposed the basic assumption of setting up the VOR system, including the basic principles, the application of range and object, procedures and effectiveness of the agreement, etc.
