As an important constituent of the Social Security system, the Social Medical Insurance plays a vital role for improving laborers'health and defending medical expense risk .However, the of medical expense not only limits the functions of medical insurance, but also ultimately influences its existence .To insure the virtuous development of medical insurance, it must substantially study the reasons of fast increase of medical expense to restrain its increase. The results show that besides of some rational factors, the moral risks from provider and demander in medical market are main reasons that result in irrational increase of medical expense.The moral risk from doctors and patients is quite serious issue in the market of medical services. This paper describes the specific forms of the moral risk from both doctors and patients in the Social Medical Insurance, and their superimposition effect. It also analyzes the reasons of the moral risk, which are peculiarity of the Social Medical Insurance market, deficiencies of the Medical system and loopholes of relevant laws and regulations. In view of these reasons, the paper proposes some corresponding countermeasures. As a whole, the paper includes five parts:The first part is an introduction, which introduces the research objective and value, the background of the research theory, the related literature, and the method of collecting information.The second part is the analysis of the factors of the moral risk from both doctors and patients. It mainly introduces the concept and specific forms of moral risk from both doctors and patients, and their superimposition effect. It describes that morals risks from the medical side include medical institutions and doctors, and morals risks from patients include excessive demands for medical services which cause many unreasonable phenomenon.The third part analyzes the reasons of the moral risk, from the insurance market, medical services market and the medical health system in three different areas.The following part gives the specific prevention measures for the moral risk. According to the analysis of the third part, this part discusses the circumvention method of the moral risk from four aspects.In the last part, the author draws a conclusion based on the summary of previous analysis. We also discuss some related issues and the research limitations.
