Study On The Dualistic Household Register Institution And The Urban-rural Integration

As we all know, the existing household register institution was determined on January 9, 1958 by the Household Register Ordinance of People's Republic of China which legally defined the register of residence and migration system, taking different approaches to city and country residences. Dualistic household register institution refers to a discriminatory dualistic system applied to city and countryside which takes "register of the domicile change, approval system" as the center and features "the strict disparity between the agricultural and non-agricultural household". The dualistic household register institution is a particular result under specific historical background, which possesses both the rationality and necessity. It has made an ineffaceable contribution towards our country's socialist construction. However, this institution divides the population into agricultural and non-agricultural household that enjoy different treatment, including employment, education, social security, welfare and so on. What's more, conversion between the two types of households is strictly confined, which, as a result, has damaged the social equality and freedom. Therefore, voices of reforming the present household register institution have become stronger and stronger; a succession of views about it have emerged; the government has successively set forth many a new policies and measures in view of the institution's reform; it should be said that the reform of the household register institution in our country is now emerging as a hundred schools of thought. The thesis, in this social context, tries to give a comparatively all-round elaboration on the necessity and urgency of the reform of the household register institution by means of historical analysis, comparative analysis and inductive method based on investigation, consulting data. The thesis combines the reform of China's household register institution with the development of urban-rural integration, and states the formation process of the institution, historical contribution, the existing pitfalls and the need for reform from the following aspects.First of all, the paper examines the development of the dualistic household register institution historically, and reviews the changes and development of the system since the founding of our country, and then it elaborates the historical reasons for the forming of the dualistic system. Secondly, the thesis mainly analyzes the inequity and lack of freedom under the dualistic household register institution and states the main manifestations of the household register's discrimination, namely, the social security, education and the different treatment of employment right. At the same time, it analyzes how the system restrains the development of urban-rural integration, and then the author expounds the reform of the dualistic household register institution from the angle of scientific outlook on development and concludes that the reform is a need for the countryside to develop scientifically. Finally, the author approaches the ideas and methods of the reform of the household register institution from the angle of combining the theory with practice. Among all of them, the important and difficult points of the paper are the ideas and methods of the household register reform. The paper tries to set forth, from various aspects, the necessity to carry out the household register institution' reform and achieve the urban-rural integrity under the present socialist market economy context.
