The system of real property register is one of the core contents of the law of ownership. It holds the balance in the change of ownership , because it plays more important part in maintaining the safety of trades , esp protecting the third side. The function of real property has shown fully in the changes of ownership in a society in which trades are busy. Our country belongs to continent law system. There are two types of register in operation and register antagonism in the pattern of change of ownership. The lawmaking background of register in operation and register antagonism is different and different in protecting the third side , which both formed a set of theory and law system , so it can last to today. Our country is in the early days of socialism market economy. So the real property register is like public law in some sides , which produces the cross of public law and private law. But it belongs to civil law in nature. Our country has not made the law of real property register , so the organizations are not formal. The law of ownership just regulates the checkup of real property register ,which pays more attention to the consistence of real property register and the fact state of the rights of real property. So in theory , the register organizations give priority to the content checkup and the form checkup is supplement. But restricted by different sides and conditions , the register organizations may make the mistakes of disagreement , which harms the rights of obligee. They must take the duty of compensation. There is cross 6f administrative law and civil law in the responsibility of compensation , which produces two types of country compensation and civil compensation. The law of ownership didn't regulate the ways to run the responsibility of register organizations. So there are two different results of administrative compensation and civil compensation. In the redress, it depends on the parties' choice. Meanwhile, foreign countries form the compensation funds to settle the problem, which can be referred to by our country. Thus we can save the cost of lawsuit of obligee and maintain the rights of the obligee.
