Content: At present time, lots of scholars in our country emphasize involuntary crime causing severe danger on the part of legislative comparisons and feasible arguments, but always fall short of the theoretic structure and the elements of constitutive requirements. On the basis of theoretic research, this article discourses upon the relative legislations, the necessary statement, the status and contents of the concept. Moreover, this article places emphasis on the connotation of involuntary mentality and dangerous state. The point is that anybody who acts against obligations given by administrative laws or regulations designed to control or govern conducts purposely and seriously, causing the concrete dangerous state, will be regarded as committing the involuntary crime causing severe danger. The dangerous state gets the consequential characteristic. The dangerous state doesn't conclude the abstract potential damage, but only refers to the concrete dangerous state. The extension of concrete dangerous state should be limited strictly in the area of public security, especially relating to the lives, healthiness of many persons, and the safety of public properties or private one.This article is divided into four parts. The first part is about the investigation of legislations on involuntary crime causing severe danger; the thesis of the second part is on the feasible arguments and necessary statements; the third part characterizes the theoretical framework of involuntary crime causing severe danger; the last part proposes legislative principles and idiographic legislative design in point of involuntary crime causing severe danger.
