Historical institutionalism is an important school of new institutionalism as well as an important research paradigm in the field of contemporary social science. This essay expounds the historical evolution, reform process and achievement as well as the main problems existing in the reform for the personnel system of the institutional units, making an interpretation of institutional factors causing the reform problems, exploring a possible solution to these problems by constructing the local public servant system.The essay is divided into three parts as follows:Part One: A general statement of the personnel system reform for the institutional units. The argument of discussion is provide for the subsequential analysis by introducing on the evolution, reform process and achievement of the personnel system for the institutional units.Part Two: The problems in the personnel system reform for the institutional units. An analysis is made of the main problems in the current personnel system reform for the institutional units, exploring and analyzing the causes for the these problems by using the analytical method of historical institutionalism in terms of macro-historical institutional situation, structure between systems, path dependence of the system, inter-action between the system and the political actioners as well as the critical juncture factors of the system changes.Part Three: A solution to the problems: a possible system change. On the basis of the above analysis, a conclusion is made on the system logic of China's personnel system reform for the institutional units, analyzing the binding factors for the innovation of personnel reform of the institutional units. A proposal is put forward on making the construction of local public servant system as a possible system innovation for the personnel system reform of the institutional units, and analyze its possibility by using the theory of historical institutionalism.The design of this essay derives from the author's learning and thinking about the knowledge of public administration theory as well as the new insight into the puzzles and troubles perceived in the practical work of personnel system reform for the institutional system for years. Therefore, an attempt is made to achieve a general logic on system reform and innovation by exploring the institutional causes for the problems existing in the personnel reform of the institutional units in the hope of providing a new perspective on solving the current problems of the personnel system reform of the institutional units and furthering the reform and innovation, laying a foundation for the innovating the future job of the author.
