The Equalization Reform Of Basic Public Service In China: Achievements, Issues And Countermeasure

As clearly stated in the 6th plenary session of the sixteenth communistic party central committee, China shall meet the target in people's livelihood of realizing basic public service equalization step by step. Basic public service equalization is the certain requirement for the fast and sound development of national economy, and the direct force for speeding up urban and rural overall planning and narrowing down regional differences, and it is the important precondition for building a harmonious socialistic country. The advancement and promotion of basic public service equalization also reflects Chinese government's transformation in its governing concepts and focuses from efficiency to equity, from economic development to social public service, and from increment reform to deposit reform. It can be fairly said, that the advancement and promotion of basic public service is an important symbol that China's reform and opening up has entered a new developing stage.Since basic public service equalization was put forward, study on it by the academic world has been gradually increasing, and fruitful achievements have been made. Practically, Chinese government has taken a series of measures in terms of education, medicine, sanitation, social security, employment and so on, to realize basic public service equalization. With years of efforts, experience worthy advocating has been achieved, however meantime, problems have emerged too. Through reasoning and summarizing, this paper makes subjective evaluation on the achievements and problems in practice, and outlooks the way of realizing China's basic public service equalization in the future ahead.This article dissertates China's basic public service equalization reform for the following parts: first, introduces the concept, connotation, theoretical basis and relevant studies of our country's basic public service equalization; second, reasons and summarizes the process of basic public service equalization and its achievements, mainly introducing the background of implementing basic public service equalization reform and its major targets, recalling the developing process, presenting the major measures and summarizing its achievements and experience; third, ascribes the current problems in basic public service equalization reform to heavy stress and insufficient executive force; fourth, mainly introduces the major methods applied by Western developed countries, like America, Canada, and inspirations given by them; fifth, outlooks the way that our country will take in the future, and offers some countermeasures in respects of defining responsibility-right relation of major parties, establishing corresponding standards and enhancing the policy executing force, etc.
