Research On Problems Of Citizen Participation In The Service-oriented Government Performance Evaluation

With building a service-oriented government in the nationwide, how to improve the performance of the service-oriented government becomes a problem that needs the government to think and solve.It is an efficient way that introducing citizen participation in the service-type government performance evaluation to solve the problem.The public is regard as the government's public service object,compared with other subjects,for the performance of the government have the most direct and the true feelings,so with the voice.Citizen participation is not only an inherent requirement of service-oriented government performance evaluation,but also an effective means to promote the build of a service-oriented government. The concept of the service-type government,citizen become the subject of government performance evaluation,evaluation of public has increasingly become the important content of the performance evaluation of government. In recent years,local governments hold government-leading and citizen-participating activities of appraising government. Although received some achievements. also exposed some related problems. and hindered the service government citizen performance appraisal effectiveness.Based on elaborating the important value of citizen participation in service-oriented government performance evaluation, this paper analyses the problems of China's service-oriented government performance evaluation in three aspects:"sense of the concept","institution security"and"practical operation"and puts forward to correspond countermeasures. In the end of this paper,the case studies corresponds to the main problems of"practical operation"and"problems-solving countermeasures".This paper consists of four sections:The first section expatiate the important value of citizen participation in service-oriented government performance evaluation.Firstly, based on defining the meaning of citizenship, the author believes that the core of citizenship is political rights, namely,the rights to participate in state affairs. Citizen participation in service-oriented government performance evaluation is not only a effective way to express public interest,but also a main way to realize the citizenship.Secondly,characteristics of society-based, public-based of service-oriented government decide that the main goal of service-oriented government performance evaluation is to realize the public interests. And if the government provides the high quality and meets the needs of public products and public service is ultimately by public decision. So, citizen participation in performance evaluation inevitably becomes an inherent requirement.And again,the process of building a service-oriented government is a progress of administrative ideas'transformation from"standard of government"to"standard of people"and also a process that government makes its social management and public service functions achieve best. Citizen participation in service-oriented government performance evaluation demonstrates"people-oriented"concept. Citizen participation in service-oriented government performance evaluation promotes the construction of a service-oriented government.The second section analyses the problems of citizen participation in service-oriented government performance evaluation in three aspects:"sense of the concept.""system security"and"practical operation"in China.First of all, in the level of"sense of the concept",the weak consciousness on government service and citizens participation is the major constraint on citizen participation in government performance evaluation. The short of service consciousness is due to the impact of traditional administrative thought and to be driven by interest. The weak consciousness of citizens'participation is a result of the traditional concept and low quality of citizens and high participation cost.Secondly, in level of"system security",the problems are that disclosure system of government information is imperfect. Complaints system of government performance evaluation is inexistent. the accountability system and inspiration system of government performance evaluation etc. Thirdly, author summarizes the main problems existing in the citizen participation in government performance evaluation in the practice by investigating three stages of the assessment recent China's activities: assessment plan formulation. implementation of evaluation and application of the evaluation results.The third section,elaborates countermeasures about promoting and ensuring citizen to participate effectively in service-oriented government performance evaluation.Transformation government administration idea and promotion civic participation awareness. Firstly, we need to establish"people-oriented"concept.,by improving the governments at all levels and the civil service consciousness. Service ability of all levels of government authorities and service performance create service culture of public satisfaction and build a service-oriented government. Secondly, we should strengthen the propaganda and education of citizen's political participation, enhancing citizens' consciousness of participation.We should establish and perfect system security about citizen participation in government performance evaluation. We should perfect the disclosure of government information system. Energetically develope-government and further strengthen openness of public affairs. Establish and improve government information system of the performance evaluation and petitions system of effective government performance evaluation. Safeguard the use of evaluation results performance smoothly and effective. According to the principle: awarding the best,controlling the inferior,punishing the evil strengthen accountability system and incentive system linking the government performance evaluation results. Give full play to the role of incentive and direction function of government performance evaluation.Carried out to assess the practice of science and conscientiously implement the results of the evaluation.The last section. The author try to overall performance evaluation activity and reflection of"the government leading,large-scale public participation"mode which based on the local government in our country at present, even improving to this pattern in every link of the assessment activities, citizen participation in the performance evaluation of government activities is also not be perfect at present in our country. The author holds that ,the mode of"government authorized or entrusted social independent organizations, large-scale evaluation of public participation"will be a development trend of Chinese citizens to participate in government performance evaluation model.The fourth section, through case analysis for Beijing government department's evaluation from three phases of evaluation activities: assessment plan formulation. implementation of evaluation and application of the evaluation results,summarize the main existing problems and inspiration and response with"practical"level problems and solutions of the second and the third section.
