This thesis starts with Singapore's active permission to invite the American Naval Force to be stationed in Changi Naval Base. It consists of three parts. Part One deals with introduction which discusses the significance, literature review and related methodoly in the paper. Part Two includes three chapters. Chapter One deals with Singapore's vulnerability from the perspectives of constrains from itself, Southeast Asia and international system. The perception of vulnerability forces Singapore to find external great power to help. Chpater Two talks about Singapore's perceptions of the U.S. Singapore believes that U.S is a benign superpower for several reasons. This perception make Singapore to choose the US to achieve its policy. Chapter Three analyzes how Singapore pull the US from the persepctive of military and economic strategy. The last part concludes that there are three reasons contributing to Singapore's "small state but big diplomacy", which includes John W. Burton's two circumstances, the favorable international situation and Singapore's diplomatic initiative and starecraft.
