Because of it's village characteristic, HE-hui discriminates against power and influence controls by nature. HE-hui is forbidden in the mainland,but it still exists around china and it provides certain convenient conditions for peasant's becoming self-employed and rural economy developing by its inherent operation pattern and discriminate against mechanism inside.Our country law has not made HE-hui's legal status jointly being going to be clear so far so that it may not be protected by our country law. This condition is inconsistent with HE-hui's reality developing status and it damages rural economy.Because of HE-hui's outside developing,we can't ignore its high risks, we must regulate it in law. The main body of this article sets off from reality of our country and draw lessons from the advanced legislation style of other countries and regions.At last,I do research on how to regulate HE-hui in law.The article is composed of introduction, straight matter and finality,and the straight matter include four chapter.At the beginning,I introduce the elementary factors of He-hui,such as concept,characters,qualities in the law,and so on.Secondly,I introduces the history of HE-hui in china from a historical perspective, and I also have a foucs on our existence is reasonable, as well as the need for legal regulation.thirdly,I introduce a different legal regulation style at home and abroad, in the comparative analysis on the basis of further reflection of China's existing laws and norms of the adjustment will be flaws in the process.In the fourth chapter,I put forward a specific laws, regulations, principles and regulations related to the process of configuration issues.
