The Off-site enforcement effectively alleviate the current shortage of traffic police, and enhance the rapid response capabilities in traffic management, enrich traffic management tools setting up an effective deterrent for the various kinds of traffic violations, greatly improving the driver's awareness to abide by the Road Traffic Legal, and promoting modernization of the traffic management and technology-driven process.As a new mode of enforcement of traffic management, off-site enforcement in the process of practice has also revealed a number of issues, such as information on traffic violations evidence for the acquisition, preservation, as well as inform, punishment procedures, norms, the traffic police enforcement approach is not enough "humanization". Legal awareness in the whole of society today gradually increase, especially in the big environment of building of a harmonious society, advocating the idea of "people-oriented", to standardize law enforcement activities, and act in strict accordance with the law is important criteria which test the effectiveness of traffic management. In this paper, Weifang City's public security traffic management work for the samples, according to the information available, the author seriously studied the problems of the off-site enforcement, analyzed of the reasons for these problems, and offered some measures and ideas to improve work-site enforcement, with a view to promoting the work of the new traffic management leap.The first part is the connotation of the off-site enforcement. First of all, this paper has a summary of the meaning of the off-site enforcement by analyzing. Second, it introduces the characteristics of the off-site enforcement. And from the legal enforcement of the off-site enforcement were analyzed. Finally it is the important role in the traffic management about the off-site enforcement: not only can effectively alleviate the shortage of policemen pressure, improve traffic management effectiveness, but also for violations can also play a deterrent role.The second part is the present application and problems of the off-site enforcement field. First, it introduces the promotion of the off-site enforcement in our country early and the operation of the traffic offence automatic monitoring system used by Weifang City currently. Then it is the analysis about the major problems of the off-site enforcement operation in the practice, such as supporting traffic sign is not perfect, there are shortcomings in technical equipment itself, the overall quality of law enforcement officers need to be increased.The third part is the legal difficulties of the off-site enforcement. This paper analyses the existing problems of the current off-site enforcement on the part of the legal system run, such as the legal basis is not sufficient, law enforcement procedures are not standardized, evidence of the effectiveness needs to be raised, and the punishment doesn't follow the principle of combining education.The fourth part is countermeasures on improving the off-site enforcement. It is described from five main areas: a sound laws and regulations, and strengthening legislation to protect; strict perform of law enforcement procedures, and improving inform system ; strengthening the supervision of law enforcement, and standardizing administrative law enforcement; improving law enforcement technology infrastructure , and doing a good job of evidence collection; enhancing the quality of the off-site enforcement officers, and implementing the human management.
