Efficiency And Service: The Research Of The Administrative Reformation Of The Basic-level Public Security Organ In The View Of New Public Management Theory

Since 1980s, in order to reply the globalization, the informatization and the international challenges, the countries all over the world, especially the developed countries in the west began a movement of reformation of new public management."New Public Management"advocates widely adopting successful management methods and competition mechanism of private sector such as government. It advocates finding government with corporation from with the guidance of benefits, to take service objects as customer, to introduce market mechanism into public service to improve management level and service quality of public sector. From the whole world, the reformation of public management guided by the new public management had made great achievement. At the meantime, the theory has influenced reformation of government management of more and more countries.In China, the basic-level public security organ is a basic-level administration organ set up by law. It is duty and mission is to uphold state security, keep society in order, safeguard people's safety, liberty and legal property, prevent and punish criminals. This basic-level law enforcement organization is armed in the people's democratic dictator state power. It has two basic functions of democracy and dictatorship. The basic-level public security organ is the base of the whole police work and the whole police battle efficiency. However, as for the basic country state and the economic development, the police department meets a lot of problems, such as the deficiency of policeman, the shortage of money and the low quality, and etc. With development of socialism society and the conversion of the government function, to enhance the reformation of the police department, and tamp the base of the police development, promote the level of police work and construction and push the grass-roots police team to be normal is very important.This thesis systematically analyzes the"new public management"and elucidates the enlightenment the theory gives to the reformation of our police department. At the meantime, we set the"new public management"as the guide to probe the new way to reform the police department and increase the administrative efficiency of the policy department.
