Its central idea is to take peace development path, to insist on good-neighborliness foreign policy, to establish the harmonious new world order. This becomes the basic of Chinese peaceful foreign policy in this century. To take peace development path means to develop itself through strives for peaceful international environment, and to promote world peace by self-development. But we have to depend upon our own strength and the reform innovation. Simultaneously we have to insist on the opening to the outside world. Based on equality and mutual benefit with various countries, with a win-win result, we can realize the mutual benefit.The thesis is divided into four parts.The first part elaborates the basic connotation of Chinese peace development, analyzes the background of China's peaceful development. China declared in the 21st century to take world peace development path, to have the Chinese characteristic under the world economic globalization and the world pattern multipolarization's trend of development. The strategy is based on the time subject and the Chinese national condition and the history lessons. It has the realistic possibility, and complies with the trend of the times, conforms to the Chinese people and people of the world's common interest. China takes peaceful development path. It takes place in the peaceful international environment, in the cooperation, the multi-polarization of the world tendency, and the economic globalization. But hegemonism and the power politics still exist, affecting the world peace and the development. The element of certainty increases, and the world economic development is not balanced under the international background. Moreover, the strategy is also decided by the national nature and interest, China's social system, the basic state policies, China's national condition, China's historical and cultural traditions and the world development now.The second part analyses China to walk strategic opportunity of peace development path. First, peace and the development are still the time subjects. Since long, China insists on carrying out the independent peaceful foreign policy, the basic purpose is to maintain the world peace, and to promote communal development. But the first 20 years, Chinese peace development faces with the rare strategic opportunity time. However, as a handle double-edged sword, while it takes the opportunity to the peace development path of China, without doubt, the economic globalization will also bring the challenge. Finally, world pattern presents multipolarization tendency. The multi-polarization of the world has become the irresistible historical development tendency. After the cold war, the change of the world pattern and the order momentous has provided the opportunity for China's peace development. China supports the development of the multipolarization tendency, because the multi-polarization of the world is advantageous to set up new international political and economic order reasonably, is advantageous to oppose the antihegemonism, to maintain the world peace and stability, thus to provide a good external environment for our country's reform and open policy and the modernization.The third part mainly analyzes the challenge and interior factors of China from three aspects. The first challenge refers to US power politics and the hegemonism policy. Since the end of the cold war, the US has become the only superpower in the world, Its starting point of the global strategy is to maintain its hegemony status and the vested interest, thus consolidated its hegemony, in the world. In order to prevent the challenge from China, the US government tries to restrain China's development from many aspects, such as economy, politics, culture, trade, diplomacy and so on, and regards China as"the strategy competitor"of the us. The US hegemonism's threat will last for a long time and it will use the change of international situation unceasingly and will make the friction and the contradiction unceasingly, especially will use Taiwan to divert China's growth. This is unable to avoid in Chinese peace development. The second challenge refers to the world tradition and the alternative security threat. The traditional security threat means military menace international security and among countries military factor threatening. According to the degree and the size of the threat, it may divide into three categories, military competition, the military menace and the war. The alternative security threat refers to the military, political and diplomatic conflicts, and other factors that constitute the threat to the sovereign state, the human survival and the development. In recent years, this security problem becomes prominent. Affected by the economic security, the information security, the ecological security, the energy security, the terrorism, the national secessionism threat and so on, also affected by smuggling, dealing in narcotics, the money laundering and transnational criminal activity, China's national security faces the serious challenge. The third challenge refers to the Chinese unsafe factor in peripheral locality. China has many neighboring countries. Although at present Chinese peripheral environment is stable, it still had some unstable factors. After the end of the cold war, the US continues to maintain the association with Japan, South Korean, and some countries in Southeast Asia for Military alliance. The Korean Peninsula problem, the North Korean nuclear crisis, and China's Taiwan problem constitutes the local latent unstable factors. The sea area mark off with sea rights, the interest conflicts and the resource development between China and its surrounding countries are now becoming serious.The fourth part in the thesis explains China's strategic choice of peaceful development with the historical analytic method and the Chinese and foreign comparison, and expounds our country basic concept of foreign policy. First, it insists on carrying out the independent peaceful foreign policy, that is to say, we must lift up the flag of the peace, the development, the cooperation, according to the diplomacy entire distribution which powerful nation is the key, peripheral is most important, the developing country is the foundation, and the multilateral is the important stage it omni-directionally develops external work. Second, must impel and construct the lasting peace, harmonious world of common prosperity. The conception of"harmonious world"is the sublimation of our country diplomacy aim in the new time, it will connect with organic membership together that China in recent years advocates new order view, new safety, new development concept, new civilized view in the world. Promoting the construction of the harmonious world is not only the Chinese diplomacy long-range goal, but also the realistic duty. Therefore, it should develop the harmonious diplomacy base on the harmonious world idea. The harmonious world's thought also direct peace development path's direction. Third, we should insist on peaceful development using the concept of scientific development to instruct. The concept of scientific development is the theoretical weapon of Chinese peaceful development. It plays an important role in China's peaceful development because of its profound connotation and scientific theories.
