The research into the enrollment of governmental officials is a hot topic in the field of administration study. In the recent years, scholars have been making significant study in its nature, kind and strategy. But in this course, the root of enrollment discrimination, as one key cause, is omitted. Only when we make a complete analysis on this, we can look into its nature from political and realistic angle and find its real cause, in order to find the right way to solve this problem. In terms of equity and justice of politics, the paper mainly analyzes the nature and discrimination's inevitability in enrollment of governmental officials. From the phenomenology angle, the paper analyzes the reason for"governmental officials rush"and the certainty of its enrollment discrimination. From the psychology angle, the paper analyzes the psychological reason of its discrimination. From the sociology angle, the paper analyzes the factors of the enrollment for personal relations. Above all, the paper makes an overall analysis of the root in government officials'enrollment discrimination.The paper makes some analysis in enrollment discrimination of governmental official from the following aspects.First, equity paradox——The realistic problem of governmental officials enrollmentI. The governmental enrollment discrimination is a disparaging word we often hear in our daily life. A research shows that there are more indirect discrimination than direct discrimination in enrollment of governmental officials.II. Indirect discrimination——the representative discriminationIndirect discrimination derives from a look-like neutral regulation, standard and practice. In similar situation, it will bring a certain of people under unfavorable circumstance. Sometimes, it will be omitted, because it looks like equal.III. Lack of consciousness of enrollment discrimination in our country and governmentThe look-like equity will make some people under indirect and unfavorable situation, such as culture, belief, disability, age or territory. But to this kind of problem, neither the founder nor the unfavorable crowd have no effective strategy to solve it.IV. Few possibilities to eliminate this kind of discriminationThe supporters of eliminating indirect discrimination pursue the equity in nature, but, the strategy they adopt will lower the efficiency and cause another supporters to complain, then the argument will come up. Therefore, there are few possibilities in eliminating this kind of discrimination.Second, Rush phenomenon——statistical discriminationI. Talents flow to the government. Before 1905, talents only have one way to choose, to be a governmental official. After the abandonment of imperial examinations in 1905, the choice of talents becomes diversified, such as doing business, joining the army, being a reporter and the like. In the recent decade, the governmental official becomes the first choice of talents once again.II. Governmental official rush comes when power becomes the important resource, and when governmental official becomes the short cut to upper class.III. When the kind of rush occurs, it's hard for employers to know the actual information of the employees. So the employer will take it for granted that the character of the employees should be similar to that where they're from or what they did. All of these create the statistic discrimination, which can be a part of enrollment. The root of statistic discrimination comes from the incomplete information.Third, employer's prejudice——personal discriminationI. The country holds the exam, but the final enrollment is up to the leader or the employer.II. The employer's prejudice lies in that some employees will deny and devalue some kind of person in their personal opinions, which leads to the failure of this kind of person even when one has the equal ability. Sometimes, the employee will pay a high salary to choose others and give up this kind of person.III. There is always frequent discrimination of this kind, just because of the prejudice from the employee.Fourth, a following of janissaries——personal discriminationI. Public choice theory thinks that rational economist will gather to make up a benefit or pressure union to realize one's own welfare. Therefore, the local government will avail of every conceivable means to prevent the registration or enrollment of strangers, in order to protect the local benefit.II. As the executive official, at the same time the rational economist, the maximization of one's own benefit will be realized by means of power. So the protection of one's own power will come first. Then the friends and the followings of janissaries become the best choice to realize the political and financial benefit.III. The local government officials as the representatives are directly or indirectly selected by the local people, which leads to the representation of benefit in the local places. Especially when college students have little chance to find a good position, and the local people complains about this. Then the government will adopt a certain strategy to limit strangers to be enrolled.
