At the background of present binary structure of urban and rural areas in China, Chinese Communist established in the peasantry, the principal part of new rural construction in China, advanced the concept of〝New rural construction〞in China. The objective of the new rural construction is to realize〝production development, life affluence, culture civilization, visage orderliness, and management democracy〞,which is a compositive and systemic concept. The eleventh layout suggests definitely that〝the main point is to transform the governmental function〞.Consequently, local government plays the important role in the new rural construction.By integrating the normative and empirical analysis, with the empirical observation on the country-level governments in developed districts, this dissertation tries to answer"what the local government to do〞and〝how the government to do〞,in order to make out the boundary of centralization of central governmental power and decentralization of local governmental power; makes efforts to explore the principle on orientation of local government's role and function in the New Rural Construction; also to analysis the local governments, being the absolute interest group, how to play the efficient part in distributing the public resource and propelling the development of local economy.Through realistic analysis, this dissertation concludes local government should pay the absolute attention to build the principle of"people oriented,building public service government",and by establishing and improving governmental constriction, incentive mechanism,to realize high efficient function and Pareto Optimal in the New Rural Construction.
