Facing natural calamities and unexpected events of hygiene which happened frequently in recent years, the society has been in need of. the system of public emergency. In the system of public emergency, administrative emergency power needs more study than other systems. Building the system of administrative emergency power is important to the study of public emergency. Above of all, in view of recent situations, building the system of administrative emergency power is significant in practice. Besides, the system of administrative emergency power is different from the system of martial law. There is a long term from the system of martial law to the system of administrative emergency power. Administrative emergency power is a special power in public emergency which differs from legislative law, judicial power and administrative power in common situation. The characteristics of administrative emergency power are applied to cope with public emergency. Additionally, because of different subjects of administrative emergency power, there are different levels of allocation of administrative emergency power. The system of administrative emergency power which is composed of different levels of emergency power will play an essential role in dealing with public emergency. Last but not least, administrative emergency power is a power which can not cross the limit of power, although it is a special power. Only within the limit can administrative emergency power perform efficiently.
