Analysis Of Current Situation And Study On Countermeasures Of Administrative Efficiency Supervison In China

Administrative efficiency supervision refers to the treatment activities to the illegal behavior and breach of duty as well as supervising and inspecting activities of performing duty and the efficiency,effect,benefit resulted from it of the persons under supervision aimed at promoting the administrative efficiency by supervisory organs.It is one of the important functions of the supervisory organs.Currently,in carrying out the combating corruption and upholding integrity strategic policy of "fight corruption in a comprehensive way,address both its symptoms and root cause and combine punishment with prevention,with the emphasis on prevention", conscientiously carrying out administrative efficiency supervision task directly relates to the promotion of the government public management ability as well as the achievement of the goal of rooting out corruption from the very beginning,meanwhile,it also relates to the establishment of the system of preventing and combating corruption as well as giving full play to administrative supervision function,which is very significant to the research of the relative issues of administrative efficiency supervision.This thesis is divided into three parts:The first part precisely introduces the fundamental issues such as the concept,characters,base,theoretical foundation,main content,types,fundamental working methods,authority,implementation process,effects and meaning of the administrative efficiency supervision.The second part precisely looks back on the course of work of the administrative efficiency supervision of China within the past decade,and summarizes the performance gained from four aspects including organizations,system construction,pushing government affairs opening,carrying out special inspection and investigating and dealing with the cases violating disciplines.This part emphatically analyzes the problems existing in the current administrative efficiency supervision,mainly including the following five aspects:(1)There still exist some vague and partial understanding of administrative efficiency supervision work inwardly;(2)It lacks legal basis of carrying out administrative efficiency supervision;(3)The work system of administrative efficiency supervision is not complete and work quality needs improving;(4)The current supervision system has some disadvantages,the independence and authority of the supervisory organs are inadequate,thus problems of "hard to supervise","false supervision", "missing supervision" will inevitably emerge in administrative efficiency supervision;(5)The current situation of the supervision cadre group is hard to fit the need of administrative efficiency supervision work.The third part provides countermeasures according to the main problems existing in the current administrative efficiency supervision from five aspects in order to strengthen and improve the administrative efficiency supervision work,which are:(1)Changing mind as well as correctly understanding and grasping administrative efficiency supervision work;(2)Completing legislation to provide carrying out administrative efficiency supervision work with abundant legal basis;(3)Gradually establishing and perfecting work system of administrative efficiency supervision;(4)Reforming the current supervision system and seeking to establish independent and vertical supervision system;(5)Seeking to establish the system of administrative supervision commissioners to construct a high-quality administrative supervision cadre group.
