Problems, to some extent, have been existing in the fulfillment of Inspiriting Mechanism of China Public Sector including manners, policy and system. As a result, research on the effective application of Inspiriting Mechanism Theory is of great significance to raising the level of Human Resource Management of China Public Sector.This article, with D Environment Bureau as subject, digs out the problems of its Inspiriting Mechanism and analyzes the rootstocks of these problems through analysis on its present Human Resource Management. This article aims at tabling exercisable proposals to improve the its practice of inspiriting Mechanism, utilizing Human Resource Theory to anatomy D Bureau's issues on inspiriting officeholders, based on practice investigation and combination of demonstration analysis and criterion analysis.The innovation in this article is to inosculate the advanced measures about position management and merit system of enterprises into Inspiriting Mechanism of China Public Sector, so as to ameliorate the present deficiency in the process of undertaking the inspiriting policies of China Public Sector and even adjust and consummate relevant inspiriting policies.
