China's transition from the planned economy system into the market economy system has required traditional administrative system to make a corresponding transformation. However, the administration reform would readjust the existing political structure and interest patterns, thus provokes the objection of some interest groups. As the administration reform moves forward, it faces different resistance in all respects, which in turn hinders its progress and effectiveness. Therefore, reducing those resistances can directly push local administration reform forward. Even though, current research on the resistance of the administration reform is far from satisfying and urges the need on a further study of the reform. Based on such a practical need, this paper analyzes the resistance of local public administration reform comprehensively, hoping to raise some instructive revelations to contemporary administrative theory.Mainly, this paper is divided into three parts:The first part analyzes the resistance of local public administration reform. The resistance comes from two aspects: internal public administrative system as well as external social environment. Moreover, this part engages the public administration reform of Shishi city in Fujian province as a case study, so as to make a deep analysis.The second part discusses the reason that causes the resistance of local administration reform. Combining with the case in the first part, it tries to find out the reasons from the perspective of internal administrative system, economic factors and institutional defect.The third part proposes some countermeasures to reduce the resistance of the local administration reform, including training local government officers; improving coordinated measures, enhancing the supervision of the power; constructing a sound administration system and reforming related institutional arrangementsThis paper applies two research methods to analyze the resistance of local public administration reform: the part vs. the whole analysis and theoretical analysis vs. empirical analysis. Admittedly, a lack of quantitative analysis is the major deficiency of this paper.
