Thus a higher demand to make strategic decisions in scientific and democratic way is raised for the municipal Party committee and the municipal government. To give full play to the superiority of talented people in the committee members of the political consultative conference is beneficial to the municipal Party committee and the municipal government to widely concentrate their intelligence, to give impetus to the disposition of various strategic decisions and to promote the economic, political, cultural and social construction of Shanghai. Based on the actual characteristics and the characteristics of its own, the 10^th Chinese People's Political Consultative Conference of Shanghai persists in promoting the work of its aim to organize the committee members to carry out inspections in major problems related to the economic and social development of the city; in the related functionary departments and working staff in doing their respective duties, observing laws and disciples and being free from corruption; and in the developments of concrete projects, the major construction projects and other important items. Marked effects have been produced.This article puts particular emphasis on combing systematic analysis with actual example and theoretic analysis to analyze the actual example of inspecting the special subject, that is, the inspection form of the 10th Chinese People's Political consultative conference of Shanghai—concentrated inspection and creative inspection form. The inspection is stared from analyzing fundamental situations and main characteristics with an eye to analyze the actual effect to discover the problems and insufficiencies of the inspection in the actual operational level.
