Vertical management of Government departments, an important part of administrative reform, is considered to be useful to address the relationship between central and local governments. The public give the reform very high expectations。The model of vertical management is a product of change at a special historical period, analysising the relationship of the central and local among power, functions, finances and interest, we can see clearly that the non-rational interests of local government is expanding, local protectionism is spreading. The central macro-control ability and authority have reduced. The relationship is not in balance. The goal of Vertical management of goverment departments is to get rid of local protectionism, strengthen the power and macro-control ability of the central gonverment, and keep the relationship of central and local governments in proper balance.The science attiduce of the model which we should have must be based on analysising the advantages and disadvantages. The people, property of Vertical management should be unifiedly deployed by the central sector. To a certain extent, these departments may break away the shackles of local interests, enhance the implementation of the functional departments, improve the efficiency of the administrative of departments. Strengthen the control and supervision ability of the central government, maintain the authority of the central, and be conducive to break the situation of market segmentation, regional blockade and so on, finally establish a unified market and improve the socialist market economy. But it should be noted that the existence of this model will bring some negative impacts, such as the reduce of the administrative efficiency of local governments, contradictions between government departments and regions, as well as corruption. The people who is enthusiastic about the vertical management tend to exaggerate its advantages, and scarely understand the drawbacks of this model.This paper focuses on the trend of Vertical management, analysising the essence of the relationship between central and local governments, as well as the vertical characteristics of each department. We argue that vertical management model should be controlled within a reasonable range, rather than being expanded to many other sectors. It is important to hold the degree of the vertitical management mode, that is, We should considered which sectors will chose the mode, at the same time can not erase all the vertical management model because the implementation of the vertical management is of great realistic significance to some sectors in special circumstances, and may guide reform of these department in one direction.There is another problem that can not be ignored, thit is, how to implement and supervise the existing vertical management mode, in order to actually play better performance, and resist the negative impact on the positive. the article provide a number of proposed measures, such as the management of the existing vertical management: improve the quality of the person and enhance cooperation between local government and Government departments , as well as the supervision of the existing vertical management: strengthen the direct supervision of the vertical of power, horizontal sector oversight and community supervision.
