As a new financing guarantee method, Accounts Receivables pledge is playing a more and more important role in modern economy, just because it reflects the trend in rights use of current property law. The Real Right Law of P.R.C which was adopted from 2007 gave a general stipulation, and the People's Bank of China issued detailed Measures for Registration of the Pledge of Accounts Receivable in regulating Accounts Receivables pledge.These regulations not only provided legal burden for finance agencies who dealt with this kind of financing business, also provided a new financing method for small businesses. However, the Accounts Receivables pledge system in our country is only in its childhood, and is in an urgent need of improvement, especially on its publicity system. Though receivable pledge publicity system is the key factor in the implementation of the Receivables pledge policy, still the study in this field remains on its ground.This article gives an analysis on receivable pledge publicity system in the view of Property Law, points out some of the current existing problems and put forward some solutions, and tries to add some improvements on current receivable pledge publicity system.Chapter one describes the rationality and the independency that Accounts Receivables act as the pledge material, whether this kind of pledge can be publicized, and analyzes why Property Law should be adopted in this system.Chapter two points out the shortage of our current receivable pledge publicity system, especially on registration administration and the registration effectiveness, based on the necessity of the publicity of receivable pledge. Chapter three points out the publicity method of our receivable pledge should be registration, which based on the learning of some receivable pledge publicity methods from other countries. Also points out the related complementary policies should be set up.Chapter four points out that the effectiveness for receivable pledge publicity system of our country better be"registration against others"system, based on the comparison between effective after registration system and registration against othersChapter five gives my conclusion on the improvement of receivable pledge publicity system, puts forward my suggestions, such as set up a unified registration administration, unilateral application system, formal examination system, etc.
