The Study On The Cooperative Supply Network Of Our Country's Public Service

With China's rapid socio-economic development,the government,as the only public service supply main body has not already adapted itself to changing environments require. Market-oriented of public services and the development and growth of non-governmental organizations have made public services supplies more and more pluralistic."Government failure","market failure",the rise of the third sector and the development of the theory of governance make the cooperative supplies of public services become the best choice. Although the main bodies' mechanisms and roles are very different,their collaboration and co-ordination will be more efficient.On the background of the construction of a service-oriented government,building up all-round and multi-level public service supplies network could greatly meet citizen demand for public services and provide better public services to the community by integrating social forces.Firstly,on the basis of drawing lessons from the experience of the public service supplies in developed countries,analyzes the current situation and problems in the public service supplies.Secondly,under the framework multi-governance,it redefines the main bodies of public service supplies and their cooperative relations,builds a dynamic model of public service cooperative supplies according to the shapley index in cooperative game theory,and introduces the operation of the interactive network including its assumptions,running ways and interactive simulation results.Finally,as Ganjingzi Street in Ganjingzi District of Dalian city an example it shows the model's feasibility and points out practical strategies to improve.In this paper,on the background of the construction of a service-oriented government,for the development of public service the cooperative supply of public service is the basis and prerequisite of public service development,while realizing an effective way to multi-supply is establishing the operative mode among the pubic service main bodies.From the perspective of cooperative games,the relationship of public service main bodies is cooperative and competitive.Under the guidance of common goal,the parties negotiate a binding compact, form an interactive network to undertake public affairs and provide public service,and eventually supply high quality public service for the society.
