With the global "society revolution" arrivals,Non-Profit Organizations in China have also Entered into an important historical development period,the number of the non-profit organization,organization size have been developing rapidly.They played an important role in areas such as to make up for the government and the market failure,deal with crises public emerge.On the special background of the reform,the development of Non-profit Organizations as the auxiliary reform faces both opportunities and challenges.In this paper,the relationships between Government and non-profit organizations have been analyzed on the basis of the Third-Party Management theory and The Resource-Sharing theory as the theoretical basis.Non-profit organizations can not only solved the contradiction between government scale reduce and the supply of public services demand increased but also bring about good external administrative environment.It is the most essential system supporting reform measures of the Super ministry system reform.On the other hand,give the development opportunities and platform for Non-Profit Organizations.Most of non-profit organizations in the context of the reform However are still have problems,such as lagging behind for this reform,development of ideas and models have not changed,etc.These problems mainly caused by the lagging construction,fixed development ideas and lack of credibility of Non-Profit Organizations.So,it is necessary to further reform thoroughly,on the basis of it, further transformation of government functions and the development concept of non-profit organizations,increasing non-profit organizations' practicality in order to enhance its credibility,such way must conducive to the development of non-profit organizations.Finally, this article utilizes the case analytic method to analyses "Sanlu Kidney Stones Gate".Through analysis the regulatory loopholes and cause which this incident is reflected in it,this paper get a opinion that a related Irregular non-profit organizations is the importance of incentives for the event.It is further proved the opinion that it is necessary for Super ministry system reform to develop the non-profit organizations and vice versa.
