The topic of this thesis talks about the system of chattel mortgage register,chattel mortgage register plays an important part in fully realizing guarantee function of mortgage, ensuring safety dealings and protecting economic orders.In our country,it has been a short time to construct chattel mortgage register.Many provisions are still not perfect.After introducing the basic theory of chattel mortgage register,this thesis analyzes the existing problems and defects.Through deeply researching legislative mode of modern chattel mortgage register,and referencing international advanced experiences and practices,and combing the realities and demands of China chattel mortgage register,I am going to propose improving suggestions for this system.The chapter contains four parts:The first chapter describes the relative theory of chattel mortgage registration system. The first part explains the concept and the nature of chattel mortgage registration.The second, analyzing the effectiveness of the chattel mortgage registration from the angle of jurisprudence and economics.Finally,the thesis analyzes the value of chattel mortgage registration from various angles.The second chapter aims mainly at having a clear understanding on the current situation and development trend of chattel mortgage registration system through analyzing some developed countries and regions.The chattel mortgage registration system was born for the purpose of adapting to the need of society,which has huge value.China should learn from the relative and advanced legislations from other countries and regions to perfect our system.The third chapter demonstrates the present situation of chattel mortgage registration. This part lays emphasis on the change of Property Law for China chattel mortgage registration system which is built on the Assurance Law,besides,this chapter analyses the practice problems and the reasons.The fourth chapter puts forward on perfecting China chattel mortgage registration system which on the basis of third chapter.It is mainly about the regulations and procedures of chattel mortgage registration,hoping to proposing the concrete suggestions for China chattel mortgage registration system and further deepening and improving the legislation system construction.
