The Investigation Of The History Of The Transformation Of China's Government Function

The government function is always developing and changing. The differences of the government functions exist in different countries. Even for the same country at different historic time, the differences of the government functions exist among the governments in the focuses, contents and scopes, and also the ways of the governing. Therefore, the transformation of government function is a dynamic long-term process. The starting point and the goal of government functions are attributed to the socio-economic development. The government function reaches its perfection when it matches with the socio-economic development. When it is behind, the only way for it to fully and effectively.improve the social, development is to adjust itself according to time and need. The supra-structure of the government function is built up on the infrastructure of the economic basis. Thus the government function must adapt to the economic development.Since the founding of the New China, especially since the Chinese.reform and opening to the outside world, the country has carried out a series of reforms in the government function. An initial macro-regulatory system was set up according to economic measures and legal measures. The separation of the government administration from enterprise management was implemented. The government no longer directly manages the enterprises. The enterprises operate independently and are responsible for their profits and losses. The market supervision is strengthened. Social security system was steadily promoted. A foreign-related economic management system in accordance to the international practices was established. Government reform was carried out and overstaffed offices were downsized. A legal system suitable for socialist market economy was established.But there are some problems in the government function in our country. The reform of the government function still fell far behind the changing economic system. The changing of the government function is less than that of the institutional reform. There are unsolved problems at a series of deep levels, such as the government and the market, the government and the enterprises, the government and the society. Obviously, the government function still shows inadequate adaptation with the needs of enterprise reform and the development of the market mechanism. Therefore, in order to solve these problems must be the main functions of government economic regulation, market supervision, social management and public service, public services and social management on a more important position, accelerate the construction of a service-oriented government.This article contents three chapters.
