The Research Of Chinese Certification Authorities' Legal Issues

The paper researches legal issues of the Certification Authority (Certificate Authority the following referred to as: CA). The first part is general legal analysis of CA; the second part is comparison study of related countries and international organizations'legislation; the third is the status &the proposed legislation of China's CA.This paper uses a comprehensive perspective to analysis our CA from theory to practice, from foreign to domestic, from CA system to credit system, the electronic payment system and logistics system. Through research, the paper presents a new perspective: through legislation, CA becomes a professional public service platform. CA is not only the traditional electronic authentication institutions, but also the public service platform which sets the information flow, capital flow, logistics and security certification. This will help us to optimize the resources and improve economic efficiency and protect the security of transactions. Eventually, it's good for the realization of economic restructuring and upgrading the industrial structure and realizing socialist modernization.
