Study On Chinese Farmer-Turned Workers' Employment Under The Segmented Labor Markets

To speed up the formation of a unified, open, competitive and orderly modern market system is the important aspects of improving the socialist market economic system and promoting the comprehensive development of China's economy. The labor market is the important component of modern production-factors market system, while establishing and improving China modern labor market is the key step of constructing modern market system. Farmer-turned workers are important power of pushing economic construction and social development, but under the segmented markets, farmer-turned workers meet with various discriminations in employment and development. This paper, on the basis of farmer-turned workers'survey data, uses for references of domestic and foreign theories: segmented labor markets, employment discrimination, labor flow, human capital and social security, and former scholars'studies on their employment. This paper in-depth research in the impacts on Chinese farmer-turned workers'occupation distribution, income, employment region, social security and social status, makes the following conclusions and policy suggestions by qualitative and quantitative analytical methods.The main conclusions are as follows:1. Labor segmented markets between urban and countryside is very serious.2. Employment discrimination of Chinese farmer-turned workers is the institutional discrimination.3. The human capital difference is a main cause of income between farmer-turned workers and urban workers.4. Define the relation between labor market segmentation and employment discrimination of farmer-turned workers. Their employment discrimination is a main reason of market segmentation, inversely it deepens their discrimination in labor markets.The suggestions in policy are as follows:Labor market segmentation leads to weaken the foundational function of the labor market. It makes labor force resources not to get superiorly and national economy deviate the Pareto. Therefore, this paper's policy suggestion is to construct a unified labor market between urban and rural markets to reduce and eliminate Chinese market segmentation and employment discrimination of farmer-turned workers. The specific suggestions:1. Construct a unified, open, competitive, orderly and efficient labor market system. 2. Authorities should strengthen clean-up the laws, regulations and documents about farmer-turned workers'employment discrimination.3. Reform the management system of dual registered resident, carry out the regulation of residents'register.4. Upgrade the capital stock of farmer-turned workers to reduce and eliminate farmer-turned workers'ex ante labor market discrimination.5. Construct and perfect the social security system urban and countryside.6. Set up NGO similar to American EEOC in China.The originalities are as follows:1.
