Study On Legal Institution Of Drinking Water Protection

The economic of our country have made a rapid progress and the quality of our lives have elevated progressively, meanwhile, the security of drinking water which has a close relation with people's interests is worrisome. As an important security of human health and life safety, the safe drinking water has lots of problems in many aspects, such as the protection of drinking water source, the early warning and monitoring of drinking water emergencies, and so on. The protection of drinking water has presented before us as a systems engineering. The paper studies the legal system of drinking water in a view of legal point, which in theory will deepen the theoretical issues of drinking water protection and improve the present legal system of water environment, and will improve the current situation of our drinking water and life quality of our people.The paper firstly analyzes the law institution of drinking water protection, after clarifying some basic issues, the paper then inspects the law institution of drinking water protection of some representative countries to refer foreign achievement. Third, the paper reveals and illuminates China's current law institution of drinking water protection, and finally puts forward some measures, so as to promote the legislation of China's law institution of drinking water protection.The paper includes introduction, main part and epilogue. The main part is made of four parts. The first part is general analysis of law institution of drinking water protection, in which the author defines the drinking water, illuminates the significance to protect drinking water in global range, and the law institution of drinking water protection and its primary coverage. Then, the author clarifies the theoretical principle of law institution of drinking water protection from the standpoint of Economics, Ecology, Political science and Law. The second part is inspection of foreign law institution of drinking water protection. In this part, the author firstly introduces legal situation in drinking water protection of America, Japan and Israel, then reveals the main characteristic of law institution of drinking water protection in these three countries. The third part is current situation and shortcoming of China's present law institution of drinking water protection. In this part, the author takes the status quo of drinking water protection as a breakthrough point, introduces legal system and main law institution of China's drinking water protection, and then reveals the shortcoming of China's law institution of drinking water protection. The fourth part is suggestion to China's law institution of drinking water protection which belongs to practical study. Here, the author firstly establishes guidelines of perfecting China's law institution of drinking water protection which is the Sustainable Development guidelines. Then, the author puts forward some specific improvement suggestion to perfect China's law institution of drinking water protection.
