Study On Press Spokesman System In Government Of China

The press spokesman system in government of China was established in 1983. It had 26 years of development history now. During the 26 years, the press spokesman system in government of China was being used primarily as an effective means of external publicity. So there was little research by academia on it. SARS cases in 2003 become an opportunity for press spokesman system in government of China to restructuring. It starts to meet the public's right, and the information which the government spokesman released becomes closing to common people's life. And the researches on press spokesman system in government are become popular from 2003, too.In this paper, the author starts with some classical theories on Journalism and Communication, combines the development processes and practical experiences of both Chinese and Western press spokesman system in government, and wants to give some practical recommendations to the further development of the press spokesman system in government of China. The paper also tries to start from the Chinese traditional culture, and wants to find some theory of nourishment for the further development of the press spokesman system in government of China.Theoretically, the press spokesman system in government is an integrated subject which involved journalism, communication, politics, sociology, law and other sciences. In this paper, the author use only the theories on journalism and communication to research it cause her is a Journalism graduate. Different Communication Theories can provide different lines of thought for press spokesman system in government about some matter such as how to confirm the spokesman's role and which functions and skills he must know very well. And contemporary\journalism theories can be conclude as news nature, party spirit and guidance to restrict the press spokesman system in government.Practically, the press spokesman system in government of United States is more completely. Comparing the development processes, the backgrounds of establishment and the characteristics between the press spokesman system in government of China and United States, we can find that there are some different on the legal basis, the purpose of implementation, the degree of institutionalized and the feedback mechanism of information. Because of the problems about idea and system, the press spokesman system in government of China has some mistakes, such as the security mechanism is not sound, the press spokesman is not professional, there is one-sided content of press releases, the lack of two-way communication channels, the media choose is not comprehensive, and some problems such as lack of timeliness and information opaque are embodied in the crisis communication. Specifically, the author believe that to solve the problems of the press spokesman system in government of China must change the behind concept, improve relevant legislation, strengthen communication and co-operation with the media, improve the quality of press spokesman, and do a good job when crisis come on. And Chinese traditional culture also can help the further development of the press spokesman system in government of China from the side of theory.
