Research On Innovative Pattern Of Democratic Administration At The County Level In WeiFang

As a basic form of democratic construction at the grassroots level in rural areas, the development of the democratic administration at county level, especially its system innovation and practice amount, will determine the running of the self-administration of villagers and the progress of the democracy at the grassroots level in rural areas. With the proposal and execution of the great historical tasks to build a new socialist countryside and a harmonious society, the agriculture, countryside and farmers are faced with more opportunities and challenges, the democratic administration at county level is asked for more demands, therefore, system innovation becomes necessary, only by which administration can be democratic, self-administration of villagers can be improved, a new socialist countryside can be built, and even the quality, level and success of a new socialist country construction will be influenced. A good job in the democratic administration at county level is not only an important part of a new socialist country construction but an important guarantee for it. In fact, though the democratic administration at county level has made great progress, it is till a weak link in the development of the democratic construction at the grassroots level in rural areas. It is very significant for economic development, social stabilization and harmonious development of the rural areas.The practice of the democratic administration at county level in Weifang city, generally, precedes other cities in or even beyond Shandong province, especially some successful patterns innovated by the grass roots in recent years, though with unsatisfaction and weak links, generally speaking go well, and even cover various fields of democratic administration, which is to some degree forward-looking. The further study on, such as, these successful patterns, innovation and administration of systems, demands on democratic administration system of rural areas and vast farmers, obstructions of system progress and running patterns, will be very helpful for the further innovation of democratic administration and the democratic administration all over the country.Based on the theories of management, politics and law, taking the actual situations in Weifang city into consideration, this dissertation not only does quite a lot of empirical work but makes full use of relevant materials to study the present situation about the democratic administration at county level in Weifang city, with different study methods, like qualitative analysis and quantitative analysis, comparative analysis, questionnaire and consultation etc. and points out the current three main problems, that is, the administration systems is still imperfect, democratic negotiation far from sufficient, execution procedure not strict. These problems are mainly caused by delay of the self-administration system of villagers, limitation of capacity of the rural cadres, lack of the democratic consciousness of individual villagers, unbalance of the democratic administration innovation. Meanwhile, through the analysis of different innovative cases, such as management system of rural indentures, system of self-determination by villagers on big affairs, creation of supervision committee on rural affairs, publicity of rural affairs etc. This dissertation summaries the dynamic mechanism of innovation in democratic system, and presents its own proposal, that is, the innovation of democratic management system should aim to"improve economics, provide materials, innovate rural cultures, provide intellectual support, perfect management system, provide organization guarantee, standardize procedures, provide guidance", which is named"four-in-one"innovative path choice for short; and also proposes to routinize, obligate, publicize and effect the democratic construction at the grassroots level in rural areas. All these proposals will undoubtedly promote the democratic construction at the grassroots level in rural areas in and beyond Weifang city, and will also provide support and insurance for the building of a new socialist countryside.
