Putin's practical diplomacy was a comprehensive aggregation of both traditional and innovational factors, which included inheriting and abandon of the past diplomatic legacy based on the power of Russia. It was believed that making such a diplomacy was based on the historic background that domestic crisis was spreading and international situation was becoming austerity, which made Russia's great power status be challenged unprecedentedly. It was necessary for Russia to adjust and change the diplomatic policy in time with the developing of objective situation that Russia faced. Thus, having experienced "hobnobbing with Western", "double-headed eagle" and multi-polarization in Yeltsin's presidency, Russia's diplomacy moved towards a fire-new period with Putin's coming into power. The core of Putin's practical diplomatic thought was that national interest was uppermost, and whose characters were observing the situation, acting by strength, giving prominence and being flexible and effective. This diplomacy originated from the ideology of Gorchakov u Primakov, who are the diplomatic ideologists in Russia and was referred and developed by Putin in his diplomatic practice. According to this diplomatic ideology, Commonwealth of Independent States (CIS) was specialness, Europe as well as the United States was priority, Asia was signality. Besides, Russia also kept an eye on the rest parts of the world. Theoretically and practically, such a diplomacy manifested the resplendent traits of Slavdom when they were in adversity, which protected Russia's national interests to the utmost extent in the competition with the outer world.
