A Study On Strategy Of Administration System Reform In Building Of Service-oriented Government

The seventeenth national congress of the CPC report pointed out explicitly to speed up the reform of administration system and to build a service-oriented government. A correct understanding from the strategy point of view is an important prerequisite for promoting reform effectively. This thesis strives to analyze administration reform in building of a service-oriented government from the strategy point of view, and brings related strategy insight forward. The strategy insight focuses on overall thinking and optimization in order to ensure strategy execution, provides powerful policy advice for the reform.This thesis divides into three parts.The first part mainly introduces the starting point and theme, delimits related concepts, appraises on current researching of home and abroad, explains research methods.The second part is this thesis's main body, it contains three parts. Firstly, it discusses strategic importance of administration system reform in building of a service-oriented government. Administration system reform can improve administration effectiveness and efficiency; satisfy the need of public service growth; drive socialist market system, promote economy growth; promote socialist democracy and society reform; cope with globalization, adjust to globe reform tide, improve international competitiveness; pave the way for building of a harmonious society and a moderately prosperous society in all respects. Secondly, it analyzes administration reform's strength, weakness, opportunity and threat in order to foster strength and circumvent weaknesses in the process of strategy execution. Thirdly, based on the seventeenth national congress of the CPC report, this thesis brings forward administration reform's four strategies: core strategy, organization strategy, result strategy and culture strategy. Core strategy means transforming government functions, promotes transferring of a service-oriented government; organization strategy mainly involves big sector reform, ensures strong organization structure for function transform; result strategy ensures effectiveness and efficiency of function transformation through performance management system; culture strategy provides source driving force for building a service-oriented government through enhancing service philosophy in order to make public servant accept a service-oriented government.The third part summarizes four strategies. Core strategy is center, the other three strategies support core strategy. Core strategy execution can't depart from the other three strategies. These four strategies are closely related and need each other's support. So strategy integration is necessary. Through strategy integration, strategy effectiveness's maximization and optimization will be ensured. Besides strategy integration, attention also should be paid to strategy control and feedback system, attention should be paid to integration of strategy and detail in order to promote administration system reform and build a service-oriented government.
