Countermeasure Study On Improving Government Image Under The Background Of E-government

The image of the government is highly concerned by the government and academia of China.The construction of the governmental image is directly related to China's political and public relations and international influence.Since the 1990s, E-government's development in China provides a new vehicle for the image-building of government in the new era.However,at this stage,the effectiveness of improving the government's image by E-government has not completely emerged,and there are multi-dimensional realities.There remain many multi-dimensional problems in realityThis paper explains the basic concepts,essential features and developing stages of E-government;defines the basic concepts and content of the government image, classifies the image of government according to the inner nuclear layer,the behavioral layer and the presentative layer.In addition,the thesis induces the characters of the government image,and makes the assortment of the essence and systematic constitution of the image of the government.Creatively,it combines the external forming process and levels of concept of the image of the government.As the academic support,the treatise expatiates the revelation which "Entrepreneurs Government Theory"and "Public Service Theory" brought.Analysing the reality issue of the image of our government under the background of E-government,this thesis takes the case of Major Electronic Mailbox of City A as an example,concluded from the evidence where the problem lies,and by extension,makes a general summary against the outstanding issues consist in the three aspects of the image of our government(Appearance,Behavior and Core) under the background of E-government at this stage.The focus of this article-investigating the approach of government image-improving under the background of E-government,still starting from the demonstration,selects of Province B as the researchful object.By surveying the "Farmers-mailbox"about its constructional background,the development on the status quo and the implemental conditions,sums up the B province's advantaged experiences of advancing the image of government during the development of E-government.Analysis of the problem is to solve the problem eventually.This paper seeks the basis of demonstrative research to explore the general response,which is in line with the practical requirements and includes the systems thinking.Additionally,the article puts forward the systematic theory of improving the image of government.The process of improving the image of the government as a system is constantly and repetitionally promoted in practice.In the system,the Government's image-enhancement needs to go through four effective amendment cycle-PDCA(Plan,Do,Check,Action).Therefore,the choice of specific implementation strategy must follow the law,a gradual manner.In this paper,the main points of innovation includes two aspects:First,research perspective,combines the construction of the image of government with the development of E-government and breaks through the threshold point of view that researching from Political science,or Communication studies,to some extent,grasps the the pulse of the times.Second,research methods,on the one hand,introducing the thinking of the system to the improving response of the image of the government,and emphasizing on the integrity,systematism and persistence;on the other hand,empirical research integrates with theoretical research,and identifies problems and sums up deficiencies from practices,at the same time,excavates the way of improving.
