In the period of post-quota, based on the ensure the quality of its exports, or for the protection of human, animal or plant life or health, of the environment, or for the prevention of deceptive practices, WTO members, especially developed countries, abuse the safeguards articles in WTO/TBT Agreement and establish many technical laws and standards for textiles, which have been the most affective trade barriers for China's even the world's textile industry.Analyzing the related technical laws, technical standards and conformity procedures of United States, Europe and its members, author will find out limitations from China's textile technical laws and standards system by copying with United States and Europe textile trade measures, and offer some suggestions for perfecting textile trade law system of China's own.Excluding preface and ending paragraph, this thesis consists of five parts. Part one mainly introduces and analyzes some basic law points of the textile technical barriers such as concept, law characteristics, law resources, exhibition forms , the relations with the technical laws and obligatory technical standards, and the affects for the countries'textile trades. Part two lists and introduces the main textile technical laws , technical standards , conformity procedures system of China's major textile trade partners—European Union and United States, then analyzes with emphasis their lawmaking backgrounds, basis, and principles with the basis of international law theories and the countries'practices. Part three mainly copies Europe's and United States'complete textile trade laws and measures with China's own, offers a menu for China's gaps and limitations as the basis of perfecting China's anti-TBT measures. Part four analyses the textile green trade barrier of EU and United States through three cases. Part five gives an analysis with all emphasis the situation and problems of China's lawmaking for textile trade. Finally author makes some suggestions for perfecting China's textile technical laws, standards system.
