The already brought public house is the public house which sold by cost price and regular price. The unit sold their public house by favorable price, and which decided by the rule of urban housing reform system. According to the different price and the resource of house, the already brought public house can be divided into several types: the house of cost price and the house of regular price; the tradable house and trade forbidden house; Directly jurisdiction house and indirectly jurisdiction house. The house of cost price and the house of regular price is a legal decision type. The already brought public house has three kinds of legal characters, hereinafter: first, it is a proprietorship transform house, it refers to that the already brought public house converts from a public-owned property into a private-owned property. Second, as citizens brought the house, it becomes to a private-owned property. Except prescribed by law, it will not come back to the public-owned property. Different with the commodity house, the already brought public house always built On the land which allocation with the approval of the people's governments. As to the right of already brought public house, it has variety and restricted subject of right, as same as complex property relationship. The property relationship registration of already brought public house also has the specific qualities. First , it need a lot of date when citizens get the register of property relationship, and it has to concerning with many government departments, except the management department, the office of housing reform system also response for this register. Second, there are some different exist in the certificate of title. When the house was sold by the regular price the rate of the property right should be written in the certificate of title. And already brought public house also should sign in the title. It is the chief available room in market of secondhand room. But until now, because lack of efficiency rule to adjust already brought public house, a lot of problem are exist. So the societies are eager for a consummate system. However this system relies on clearly property relationship, the restriction swept of house transaction allover the country and the unified standard of land right payment. And there are also the basic element to consummate the market of secondhand room.
