With China economics fast growing and information technology developing, information systems built on network and communication approaches have become a channel of communications between the government and the public.E-government and online office systems are built at many agencies in various levels of governments, and are rather helpful to service the social development and facilitate people's life.In China,E-government started with Office Automation(OA) programs in middle 1980s and developed in the end of 90s when multi ministries and councils initiated Government Online program.By 2001,over 95%of governmental agencies in cities or above have established their Web sites,with instructions,policies and rules,and form downloads all available online.From then on,E-government has entered a substantial development phase.The development of E-government might be divided into 5 phases:1.Starting.Simple governmental Web sites are built,most in static pages,and separated from one another.2.Improving.Governmental Web sites are increased and linked;and begin to provide dynamic and professional information, including governmental publications,laws and regulations and news;and provid retrieving function and relative e-mail address,and even links to some other governmental agencies.3.Interaction.Users could download formas and application materials from the governmental Web sites,interact and communicate with officials by e-mail;and retrieve professional databases.The contents of the Web sites are also updated regularly.4.Online processing.User could process their affairs online;digital signatures are used widely;information safety is assured.The e-government in China is right in this phase.5.Seamless.Online services are integrated completely;and daily transactions of the governments are moved to the virtual space.Currently e-government in China has entered a new phase of intergrated planning.As government's rols are converted from administration to service,how to service the society better becomes a focus of e-government.To better service society with advanced information technology,e-government built in individual agencies is turning to a sharing platform among governmental agencies.This platform includes data collection,information processing and information delivery.The information sharing plattorm is built to form a corelated information service channel and a bridge between data owners and requesters.First,it's important to consolidate the data,i.e.to collect all the data in different periods and different formats,and summarize,analyze and collate the existing data to form a knowledge base,and on the basis of which to provide appropriate transaction processes.Informationization needs accumulation in 3 aspects:data accumulation,transaction accumulation and technology accumulation, among which data accumulation is the most important and it's the basis of informationization.Therefore,building an information sharing platfonn requires to build a data platform.Second,the information sharing platform should be supported by rules and regulations in relative industries.Third,information safety assures the information sharing platform.An information safety system includes a network security monitoring system,a network trust system,a firewall,a cryptography,and e-governmental VPN,and emergency response systems like data backup centers.And last it's also important to balance the relationship between information publicity and information protection,to identify public information and industry information.The platform could do this according to various role access rights.Co-ordination is a new trend of informationization and e-government.This paper takes e-government related to vehicle tax management as an example.From the tax management prospective, production,consuming,purchase and use of vehicles involves VAT,excise tax, vehicle purchase tax and vehicle occupation tax,etc.,collected respectively by Nationa and Regional Tax Agencies,which is vulnerable to tax losing.The Ministry of National Tax prescribes that National and Regional Tax Agencies in all provinces and cities should verify the intervals of information transfers,and contact vehicle management departments in Public Security regularly to enhance the vehicle-relative tax management.However,the wide area of vehicle management,long time span,fast increase of vehicle quantities,and boom of used vehicle transactions,have brought difficuty to relative archive management.Pertaining to vehicle management,there's also collection of road user charge in Highway Management,transport management in Transport Management,etc.All of them depend on complete and effective archive information.Currently,since various agencies are separated from one another, information is not communicated completely,and the quantity of vehicles are huge, vehicle information are inconsistent in the agencies,it's hard to find the vulnerables, causing a "dead angle" of management,even there is an effective communication. This paper involves research on a linkage and data sharing system among multiple governmental agencies.It describes how e-government helps to enhance management, block vulnerables,service society better than individual agencies do.
