The Research About Shanghai's NPO In The Public Service Function Of Supply

Since reform and opening up, especially in the 21st century, China continues to accelerate the development of non-profit organizations, enjoying a rapid development, which shows a large number of features such as participation in a wide range, broad participation in environmental protection, poverty alleviation and development, protection, social welfare, community service , Charitable Trust, economic intermediaries, charitable relief, health, education and scientific research, art and culture, international exchanges and other public or quasi-public areas of the social and public services and management. Non-profit organizations, "public service" as the goal, have been gradually integrated into and influence our lives. Especially on the transition of our country, Shanghai has just been approved to build into a "financial center" and "shipping center" . Non-profit organizations will do influence the society deeply, such as political, economic, cultural and social life fields.At present the State Council is committed to the research and exploration for the transformation of government functions. Reform and opening-up and the fundamental purpose of urban development are in the public interests and public welfare. Therefore, the current government and public sector reform should be to promote the objective of public service. International and domestic practice has proved that if the government wants to achieve these objectives, at all levels of government guide the individual, the private sector and the private sector to provide public services by policies, in order to play a role in the public interest, in particular, is "voluntary" as the banner of the non-profit organizations.At present, with the continuous development and improvement for China's socialist market economic system, it has been proved that public services in our country are not only be shouldered by the degree of public ownership or by our government .Therefore, with the rise of the "non-profit organizations" , non-profit organizations play a more and more important role in the public service. So the current theory has become a hot topic in the study.In this paper, the author do a large number of researches of the background, the purpose ,the resent conditions of the non-profit organizations. The author elaborate the related theories for the non-profit organizations and the public services and defines the non-profit organizations, non-profit organizations in Shanghai and public services . Chapter 2 describes the non-profit organizations in the status of the supply of public services, including three typical cases, its fields, content and effects for participate. Chapter 3 analyzes the causes of problems, including non-profit organizations in the supply of public services inadequate, the limited scope of services, and week specific issues. Chapter 4 introduces the successful foreign experience such as the United States, Japan and Germany which shows the foreign non-profit organizations participate in the practice of supply of public services. The final chapter 5 gives some related countermeasures and suggestions, mainly from the internal and external building so as to the non-profit organizations can play a better role in the supply of the public service in Shanghai.
