Evolutionary Research On Local Government Competition From Institution Context To The Perspective Of Public Administration

China's local government competition has generated a wealth of practical experiences and theoretical inspiration in the past years of reform. Based on the knowledge of evolution of economics and institutional economics, through building a dynamic theoretical framework, this paper is to study specific characteristics and evolution of patterns of behavior trajectories of local government competition in different developing periods. We also sum up general laws and future trends of the local government competition's evolution.There are four parts: the literature review, theory research, empirical research and policy advice.On the part of literature review, we review the newest research on the local government competitions of foreign and domestic scholars. On the part of theory research, this paper constructs the model of the analytical evolution by taking the "domain" as the core, analyzes evolution trajectory of local government competition behavior in past years of reform and opening up of China, and explores the different stages of the of local government competition's behavior patterns characteristic of the limited competition, factors competition and system competition in "separation of powers before the era ".We point out that local government competition will tend to public administration competition gradually in "post-decentralization era ".On the part of practice development, Firstly, we discuss the local government competition in the context of institution, And through empirical note China's eastern, central and western's differences of institution competition intensity; Secondly, discusses the local government competition under the context of public administration, then combining with historical analysis and comparison analysis, we define the concept, motive power, model and characters of public administration competition, On this basis, this paper testifies the existence of problem through a typical case of local government's public administration competition, and endogenous formational problem of service-oriented government from the public administration competition dimension is brought up and studied.On the final part, we draw a general conclusion and proposed inspirations of theoretical study of local government competition to China's local government competition.
