Research On The Early-warning Mechanism In Public Emergency Management

Early warning is the starting point to deal with emergency, but also the starting point of the process in emergency management, Therefore, human beings have taken early warning as the starting point to carry out contingency plans since ancient times, whether early warning is timely or accurate directly determines the effectiveness of emergency management. In today's increasingly international competitive context, the soft power of resisting and controling the emergency occupies an increasingly important position. The purpose of government is "to prevent with a small amount of money rather than spend more to cure", building an emergency forecast and early warning mechanism is particularly important to effectively prevent and avoid the occurrence of emergency.This paper, took "advance" as the theme of warning system building, put the "gateway" of emergency management forward, analysed the necessity of establishing emergency early warning mechanism, systematically sorted out the organizational system and the subject of information communication in early warning mechanism, summed up the operation process of early warning mechanism, and finally proposed some ideas to improve the construction of early warning mechanism. The paper includes five parts, which are "introduction", "the overview of early warning mechanism for emergency management ", "the building of emergency early warning mechanism", " countermeasures and suggestions for improving emergency early-warning mechanism" as well as " the conclusion".
