From Nation State To Citizen State

At first,the concept of nation and nation state has combed in this article.Concept terms is not trivial.The history of the modern world shows that the different understanding about the Concept of nation,Multiplication or Unification,will lead to very different political consequences.At present,As the nation state is impacted and challenged by the international political situation and the separatist forces inside.So we must re-examine the idea of dealing with national issues and policies.Nation state is not the best form to solute the conflict between ethnic groups and the state.Nation state needs to transit from nation state to citizen state which is a higher lever.In this process,the civil society will separate from the state,citizens will establish consciousness of the nation.The most important is the establishment of civil rights system.Protecting different ethnic groups enjoy equal citizenship.The Ideal framework for multi-ethnic citizen state include Three essential elements,they are political unity\culture diversify and citizen equality.Political unity is mainly embodied in sovereignty and territorial of the state integrity,integrating different ethnic groups, establishing national recognition.Second,respecting Multi-cultural,protecting diversity of culture.the third,againsting the concept of universal Citizenship, recognite ethnic differences,implement politics of difference.Political unity is the premise of culture diversify,culture diversify is the protection of political unity, citizen equality is the way to achieve political integration and cultural diversity.
