A Research On Government Information Disclosure In E-government Construction Of China

Since the very beginning of the new century,a variety of unexpected natural disasters such as SARS,May 12^th Wenchuan Earthquake,and the Milk Powder Event have occurred frequently in China.Those disasters severely threaten the stability and development of the whole society,which calls for our country government to speed up the construction of a comprehensive E-government public service system and to build government website as the first platform for transparency actively.The rapid development of e-government has a profound impact on the government disclosure. And the construction of e-government provides strong support and methods for information disclosure.Especially the execution of "The Government Information Disclosure Law" has provided the legal basis for the disclosure of government information in E-Government construction and has set a higher requirement for the building of E-government at the same time.At present our country has made some achievements in the implementation of the government information disclosure through the E-government But,there are still many practical problems in the ideas,the legal system,technical facilities and so on,which causes the poor quality of government information disclosure and the lack of interaction with the public,etc The meaning of study on government information disclosure is to speed up the construction of E-government,to make better use of government information, to set up a service platform,to improve the transparency of the government information and public deriskon-making process,to improve the enthusiasm and the depth and breadth of the public participation in government decision-making,and to expand the connotations of the social equity and democracy.In the preface part,the paper mainly introduces the background,significance of this topic,the current situation in related areas,the methodology and innovations of this paper.The body of the paper is divided into four parts to study the disclosure of govemrnentinformation in the E-government construction:The first part mainly introduces the concepts and relationship between government information disclosure and E-government.Firstly it respectively describes the basic concepts of the government information disclosure and E-government,then expounds the relationship between them,that is to say.they can promote each other, coordinate with each other,at the same time,the former is a main goal of the latter, and the latter provides a platform for the former.The second part describes progress in the construction of information disclosure in China's E-government including information disclosure with a system of better,public guarantee,the construction of the government websites as main channels of information disclosure as well as the great achievement of information disclosure on government websites.The third part analyzes the problems of information disclosure existing in Chinese E-government construction.Then it makes analysis of the reasons of the problems including the ideas,the legal system,technical facilities.The fourth part proposes the promotion of the information disclosure in the construction of E-government according to the analysis of causes.They are renewal of our concepts,technical innovation,supervision evaluation and further improvement of our legal system.The innovation of the paper lies in the following aspects:though there are quite a lot of researches on information disclosure,most of them are just from the surface level;though there are a mummer of discussions on the general basic theories,few discuss the current situation,problems,reasons and measures to promote it.This paper combines many researches on information disclosure on the government websites to discuss how to promote information disclosure from the perspectives of E-government.On the basis of e-government information management and evaluation, information security,the paper mainly talks about e-government and information disclosure to finally promote the construction of a transparent,responsible and service-oriented government.
