Study On System Of Administrative Promise

Administrative promise isthe product of welfare administration and flexible administration,and is one of an effective mechanism to transform government functions, improve administrative efficiency and build credibility Government.In practice,the administrative promise as a new means of administration has been widely used by the main administration in various fields.To promote the institutionalization of administrative promise is very important to the protection of legitimate rights and interests of the people, achieve a harmonious relationship of administrative law.This article is divided into four parts,the first part outside the concept of administrative promise in my opinion based on the reconstruction,analyze the features,classification of the administrative promise,and clearly define its nature;the second part outside the practice of the administrative promise, simply sum up the experience of extraterritorial region also point out that the existing problems in China;third part focuses on the institutionalization of the administrative promise,in order to build a system from four aspects including basic principles,procedures system,the effectiveness of the system and responsibilities;fourth part inspect the judicial practice of China,and analyze the scope and specific rules of the administrative promise.
