The behavior of administrative law enforcement is conducted by administrative law enforcement personnel,and in the course of administrative law enforcement most problems are caused by administrative law enforcement and this part consists of four aspects.Firstly,the thesis defines the concept of administrative law enforcement.Secondly,the thesis analyzes the system of supervision on administrative law enforcement and elaborates the meaning and components of the system of supervision on administrative law enforcement.Thirdly,the thesis analyzes and clarifies the value of the system of supervision on administrative law enforcement.Fourthly,by analyzing the researches on the system of supervision on administrative law enforcement,the author points out that the full play of the function of supervision relies on the self-discipline and heteronomy of administrative law enforcement personnel.The second part of the main body focuses on a comparative analysis of Chinese and foreign systems of supervision on administrative law enforcement.Firstly,the author gives some simple examples of different modes of supervision on administrative law enforcement in different countries.Listing out some successful systems and institutions in the modes of supervision on lawmaking,justice and administration,analyzing the present state of Chinese systems of supervision on administrative law enforcement,comparing,analyzing and summarizing those different modes both at home and abroad,the author discusses the practical condition in China and tries to find out some use for reference.At the later part,the authors analyzes some examples of illegal law enforcement conducted by administrative law enforcement personnel,and points out those "internal reasons" of illegal law enforcement and the new way out,that is the criterion of the behavior of administrative law enforcement personnel.The eliminating of illegal law enforcement can be achieved by strengthening the self-discipline and heteronomy of administrative law enforcement personnel.The third part of the thesis is the bar center.This part mainly focuses on putting forward the related measures and suggestions to set up and perfect the system of supervision on administrative law enforcement.For the purpose of pushing forward the legal administration and legal management of state affairs,the construction of the system must penetrate into the inner part and solve the problem of integrality of the system proceeding with proper pace and priority.Firstly,the modern administrative concept and way of behavior should be built up by administrative law enforcement personnel from the perspective of self-discipline.That the building up of right law value,the fully cultivation of enforcement consciousness, introduction of personal law enforcement administrative mode,the keeping the corrupt law enforcement within limits from the origin lay a solid foundation for the exertion of supervision mechanism.Then the thesis designs some regulations of the supervisor on the behavior of administrative law enforcement personnel from the perspective of self-discipline to regulate their law enforcement behavior.These regulations include:deepening the system of responsibility taken by administrative law enforcement personnel;inspiring competition mechanism and comment-accessing mechanism;public discussion regulation of administrative law enforcement personnel;the regulation of open income of administrative law enforcement personnel;the regulation of hearing of witnesses and the regulation of the afterwards supervision on the went behind of the law enforcement fault responsibility.Of course,an intact supervision system can not depart from the support and mobilization of the whole society.A multiple and compound supervision system has rational and special division of functions.On the premise of mutual respect of the independency of different supervising institutions,the resources are integrated effectively.Therefore,in the conclusion the thesis points out some measures to effectively integrate the sources of modes of systems of supervision on administrative law enforcement.That the setting down uniform principles of supervision on administrative law enforcement,special and functional division of the institutions of supervision on administrative law enforcement,establishment of the information exchange plat for those institutions of supervision and the formation of multidirectional interactive resource network are helpful to the effective play of the system of supervision of administrative law enforcement.
