Study On Electronic Copyrights Collective Management Of Our Country Under The Network

Electronic copyright collective management is to collect,organize, and store the copyright information(including the copyright information in the traditional media and under the network) by the use of digital technology,database,network technology,the new digital copyright protection technology and communication technology.It is a method of work to protect the rights of the copyright owner,and provides works of the right information and authorization services.This paper discusses existing problems of the copyright collective management under the network.The paper firstly discusses the copyright,the copyright collective management and the electronic copyright service of the copyright collective management,analyzes what the copyright and the copyright collective management have changed under the network,and the author thinks the electronic development of the copyright collective management should be divided into three stages under the network,namely the off-line authorization stage,the on-line artificial intervention authorization stage and the completely automatic authorization stage.Then the paper studies the present situation of the domestic and foreign copyright collective management,and puts emphasis on CCC and the ASCAP of American.Finally,the paper analyzes existing problems of the electronic copyright collective management in China,and the problems include:①the small number of the registered members in electronic platform;②the columns put emphasis on copyright owners but neglect the users;③the slow pace of establishing the collective copyright management organizations;④there are tremendous difficulties in protecting network copyright.The five measures to solve above problems are put forward,and the measures include:①To establish a "three for" copyright collective management of electronic service network;②To adopt measures to increase the number of registered members on the electronic platform;③To speed up the construction of Chinese electronic copyright collective management;④To develop research on network copyright collective management;⑤To speed up establishment of Chinese collective copyright management organizations...
