With the progress of E-governance, Government Electronic Service (GES) has got more and more attention. The huge social benefit and promotion for E-governance and the reform of political system has gradually emerged. However, the practical popularization and usage of GES is not very satisfied because the low level of adoption and acceptance by ordinary citizens has been ignored more or less. Thus, this paper got so much reference from the research of related fields of E-gov and GES that we can conclude some useful measurements for proper research models. After comparison, amendment and reconstruction, we made a theoretical model suitable for our nation and proposed correlation hypotheses for several factors. Then we collected data information by questionnaire for about 600 citizens and analyzed them by the software SPSS. The result of the research showed that key factors which ultimately impact the behavior intention are perceived usefulness, perceived ease of use, evaluation of faith and environment, and interpersonal impact. These key factors are adjusted by attitude and perceived behavior control inside the model which decide the citizen's ultimate attitude toward GES. Case study is another method used in this research. We investigated and analyzed the citizens'demand and basic reality of the service named"Affairs on Web", which was led by the government. We made attempt to seek the reason for the gap between supply and demand, and related it to the research model and result. Finally, the paper proposed some practical suggestions for further implementation of GES.
