| The thesis is divided into three parts: introduction, main body and conclusion.The introduction discusses that the important role agriculture plays in China and its key importance for the development of life standard of the population and other related industries. Recently, our country treats the three-dimensional rural issuesas the centre of the party's work, which is aimed at developing the modern agriculture in a large scale and improving the economy level of the countryside. However, it needs huge financial resource for the countryside economy, while the lack of financial resource is the"bottleneck"of the development of modern agriculture. So market-oriented financing may be the most efficient method to solve the financial resource problem and to improve the countryside economy. And establishing the scientific and reasonable guarantee system is the essence of the market-oriented financing method.The main text is divided into four parts. The first part has made the detailed introduction to the guarantee system's economic promotion function and it pointed out that the well-developed guarantee system's economic promotion function could solve the difficulties of the lack of financial resource. The second part proves the necessity and the feasibility of using the guarantee mechanism for impelling the rural economy. On one hand, compared to other means of financing, the secured financing is in line with the market economy means the most basic requirements of the means of financing. It can realize an efficient use of funds, and can be widely used in various areas of economic development in rural areas. This is where the necessity for secured financing. On the other hand, prevalently in rural areas, there have been many financial institutions which can be able to finance the rural economy, farmers also have a large number of property resources which can be as security and market-oriented financing instruments have been made in our country a high degree of development and has been successfully used in the field of personal consumption, low-income the field of housing, infrastructure construction, small and medium-sized areas such as shortage of funds to solve the problem. Therefore, the use of security mechanisms to address the issue of rural financing is entirely feasible. The third part introduces the basic condition to construct the guarantee mechanism which impels the rural economy. The use of the property security system needs to meet: have fully and useful property resources, the property right have been defined clearly, the property have the character of conductivity, there is the convenience circulation channel and the complete information system. The use of credit guarantee system needs to meet: the guarantor (organization) has the sufficient fund or the good prestige, the correlation information symmetry and adhere to the principle of market-oriented operation. The fourth part based on the current present situation of our country proposed my viewpoint to how establish the countryside guarantee system and perfect countryside guarantee system legislation. This part divided into the foundation guarantee system construction and the special guarantee system construction. The foundation part has carried on the elaboration on my viewpoint to the basic guarantee system in country, and the special part mainly makes the related guarantee system design aimed at using the agricultural production tool, the agricultural product, usufruct of rural infrastructure, the ownership of forests and so on as the guarantee.The last part is the conclusion. Through the induction and the summary to the entire thesis, the conclusion further indicates that using the guarantee mechanism is the most effective and the most scientific way to solve the lack of financial resource problem existing in the countryside economy. And as the academic and practice a new topic, how to establish a reasonable system of agricultural security system also requires us to conduct more in-depth and long-term exploration.
