Research On The Service-Oriented Performance Evaluation And Analysis Of Local Government Portal Website

At present, the government portal website (GPW) has come to be a core platform between the communication of the government and the public. At the same time, being the key way to supply public services, it has gradually become the significant mode for the further cooperation between the government and the society. Therefore, the construction of GPW, along with its running and management will directly wield an important influence upon the government's image and the related management and services. Meanwhile, the development of GPW has proved to be an influential criterion to evaluate the quality and achievement of a local or even a whole country's E-government construction. As a result, in the process of E-government construction, it has proved to be a significant issue for the construction of the Chinese GPW, by paying attention to the construction of GPW, establishing a scientific evaluation and improving the related quality in design and management for the further construction of GPW.This dissertation is made up of the introduction and six main parts.Introduction part gives a brief explanation of the background information and the significance of this essay, analyzes the related academic research at home and abroad, forms the research framework, illustrates the methodology employed in this paper, and introduces the layout and the innovation of this dissertation.In the first part reviews the theory of government portal website. Firstly, defines the concept of the government portal website and the public service. Secondly, briefly reviews the service-centered and the citizen-centered new Public Service theory, theoretically explains the government's public information portal service-oriented choice, defines the concept of the government portal website under the public service-oriented circumstance, and discusses the necessity to regard the public service-oriented concept as the basic principle during the construction of the GPW.Part two establishes the set of service-oriented evaluation index system which mirrors the local development in the construction of the GPW in Henan province, on the basis of domestic and foreign practice of evaluating methods in the construction of GPW, and combining with features of the local government portal website and the Public Service theory. This system offers a comprehensive assessment on the current development of Henan province's GPW from four aspects, namely, the public information, dealing business online, the public participation and the design of website.The third Part carries out the profound assessment of the construction of GPW and its usage in the six city of Henan Province. According to the results of the assessment and the actual situation in Henan Province, a preliminary analysis is carried out.Part four puts forward the developing strategies of the service-centered website. Classified research is carried out according to the general and specific issues existing in the present construction of GPW, and a further discussion is continued on it.The conclusion part concludes the result of the research, and depicts a forward-looking picture for the further development of the government information portal.The innovation of this thesis lies in a set of service-centered evaluation index system and related methods for the local GPW development, and puts forward the related developing strategies in the service-orientated local construction of GPW, on the basis of the actual situation and current issues in Henan Province.
