| As a quasi-public goods,public traffic is both manifested and served by governments in traditional models,as a result,serious financial problem and public dissatisfaction are increasingly prominent and governments lack the motivation of reforming and innovating.Masters of public administration David Osborne and Ted Gambler put forward the view that government should be competitive and government should insert competition mechanism into the process of public service serving in Government Reforming.Our central and local governments have made relevant policies to support public services property reform in the direction of privatization.Shiyan and Shenzhen separately advanced public traffic property rights reform in 2003 and 2005, they have different paths and the results differ greatly.Two governments have different motivations,rules and action in the process of city traffic property rights reform,and it is demonstrated clearly with.the depth of reform.This paper tries to put forward my own viewpoint through the analysis of Shiyan and Shenzhen's reform,and it thinks that public services can be reformed or privatization,however,public liability can't be weakened or privatization,government leading is the key to success in city public traffic property rights reform.Government should discharge the roles of decision-maker,supervisor and breeder,what's more,government should strengthen supervision,should promote the establishment of good interaction mechanism,should establish systems of government credit and enterprise credit,and government should put special attention to people's livelihood in the process of reforming.Except introduction,the main body includes four parts:The first part illustrates the background of city public traffic property reform.The plight of traditional public traffic model is the reality background of reform;the support of new public management theory,public choice theory and multi-center governance theory guarantee that the reform is scientific;central and local governments' policies guarantee reform's feasibility;and foreign countries' practice in public service reform is reference to us.The second part emphasizes on government's action in the process of reform,and it describes the process of public traffic property rights in Shiyan and Shenzhen.The third part analyses the reason of different results in two cities' reform,and it tries to find out the Significance of government's action in public traffic property rights reform;the last part comes to the conclusion,it elaborates on public traffic property reform's challenge to traditional government management,government's roles in public traffic property reform and how government plays its leading role in public traffic property rights reform.The innovation of this paper lies in two aspects.First of all,the topicis novel and of high theoretical value.Public traffic property rights reform has been advanced or is going to be advanced in many places,and Shiyan and Shenzhen's experience is reference to the other cities national-wide.Secondary,the theory closes to reality tightly,the government' s action this paper researches on comes forms the reality,so it is convincing. |
